How can I share and delete files between a Mac running Snow Leopard and a Mac running Tiger? They are both on the same network.

Can I just create an Ad Hoc network between them?

Go to System Preferences=>Sharing and select Screen and/or File Sharing. Screen sharing will allow you to control the other computer through a vnc remote desktop session. File sharing will let you use afp, ftp and/or a samba connection to your mac's files that you allow. That's all you have to do!
 
Enable FTP or SMB sharing the devices by going into System Preferences->Sharing and checking off the box you want. After that, each machine will be available on your LAN under 'Shared' in the Finder. If you want to connect via Terminal, you can use the SSH protocol.
