Ok, so my girlfriend uses my laptop and I have an account for her. Today she ripped a movie into her movie folder. But I couldn't see it from my account without messing with the permissions in the folder options. Then it wouldn't show up in her login. Is there a way for both of us to see the file in her login?

If you store it somewhere within the "Shared" user, both of you will be able to access it. That way you'll both have access to it.

If you just want to move it to your user entirely or have a separate copy of it for yourself, she can move/copy it to your Drop Box within your Public folder.
 
I put it in the shared user folder, but it could not be accessed by me because under the folder prefs I did not have any permissions (because it was created in her login, I guess) So I changed the permissions to me and hit "apply to all enclosed items" and placed it in my movie folder. I open it and it shows nothing despite showing 7 gigs as the file space amount. What gives?
