Apple One Sharing with Family - Apple One Premier

I'm considering signing up for Apple One Premier, but I was wondering about family sharing. Do the people you share it with have to be in the same home, or can I share it with my sister and brother-in-law even though they live in a different house?

I have a full family and they live all across the state. My parents, some friends, etc. Apple doesn't care.
