Shortcuts backup?

I restored my iPhone to the latest iOS version and did not add my backup to it, I wanted it as new. I did sign into iCould though, later I noticed all the shortcuts I added were there, so does iCloud backup these shortcuts? I never had iCloud backup turned on.

Yes it's part of the iCloud backup. It's been really messed up with iOS 6 though as for many people shortcuts are missing (and have to be re-entered), sometimes not working or not working at all.

Edit: And I think it's covered by 'Documents&Data', so you don't even have to have a real iCloud backup.
