You can't wipe a 2019 MBP if it is still iCloud locked.I love how people immediately think its stolen.
90% of people have no idea how icloud works. An extreme majority of these devices are just wiped and sold. I buy an sell a lot of apple gear and i have literally never been handed a device that was free of icloud. Every damn time i have to remind the seller to remove the device from their apple account or it will be useless for me.
iFixit has a guide to using the T203 tool. It does involve removing the T2 chip from the motherboard for reprogramming so does require decent technical ability.Yes, shops with the T203 tool can do it easily.
