Yes, it is recommended to upgrade, there are many improvements and the performance is awesome.

activator and springtomize have been updated for 7.1.x support for a long time now
i don't theme or use docks so i don't know about those

it may be cleaner but you can also argue that 7.1.x brings a lot of stability and speed improvements that were much needed for iOS 7
the PanGu jailbreak hasn't posed any real problems for me compared to the 7.0.x jailbreak

Pangu JB for 7.1.2 has been updated to 1.2 elliminating those problems.
I updated form 7.06 to 7.1.2 last week.
All my tweaks (a lot!) work.

I updated last night and jailbroken again with PanGu, all working spot on. Even my old apps..Springtomize is working fine aswell as my previous installed apps/themes from cydia 🙂
