I have an iPad Mini 5 and iPhone X on iOS 12. Should I update them? I care about the battery life. Will it affect them on 13.3.1?
I was debating about the dark mode, definitely. I know this sounds dumb as well but do the 3D Touch features change on the iPhone X on iOS13 or is that just on the newer models?Actually on iOS 13 you might get better battery life because of the dark mode that you can use on your iPhone X

Take it from someone who has a X and stayed on 12.4.1 because 3D touch isn't the same on iOS 13. They basically gave you long press instead of the actual 3D touch your used to. Many say it hasn't changed but it is a neutered down version that is no where near the same speed or functionality. Peek and pop is gone and it is exact the same as the long press on my iPad only the iPad doesn't have the haptic feedback. To me removing a flagship feature just because they didn't utilize the feature enough or advertise it properly so the public would use it to it's full potential was BS. I use it all the time everday so for me it was enough to stay on 12.4.1, plus iOS 12.4.1 has no battery issues and is extremely stable. I'll trade that for the loss of full functionality of 3D touch, dark mode, battery issues and all the bugs included in iOS 13. The iPad on he other hand would be worth upgrading as it adds tons of worthwhile features that make the iPad experience much betterI was debating about the dark mode, definitely. I wouldn’t, I was on iOS 13.2 I believe before I got a replacement XR on 12.4.1 It’s like night and day the difference between iOS 13 and 12. I will not update again to 13 unless there is drastic improvement. From what I am reading that’ll be iOS 14.I’m honestly thinking of upgrading just for the dark mode to see if that will save battery because the battery health is at 96% but it gets hot sometimes and hasn’t got the best battery life at the moment. It seems to be draining faster than I want it to and I don’t like that. I really like the phone. But I also like 3D Touch and the fact the apps don’t auto-update on me. Ugh. So much debate.

Doubt the "getting hot" is being caused by iOS. I would look for app issues or hung processes (mail, iCloud, etc) Perhaps update the iPad and see if you like it and if the changes are worth it for you. iOS 12 4.1 was a stellar version and there have been a lot of complaints regarding iOS 13. Hardly anyone had any negative comments about version 12 but hardly anyone has anything good to say about 13. It works fine for me on XR your mileage WILL vary. The 13.4 beta series has been super slick on my 11 Pro Max and 12.9" iPad Pro. One of the best versions in a long, long time IMO.
