I currently have a 2017 base macbook pro and was wondering if i should upgrade to a base 2020 macbook pro with upgraded 16gb of ram or if i should spend more money and get the high end 10th gen macbook pro

If your question is whether you should upgrade to a 2020 machine, I suggest first starting with an assessment on where you feel your current machine is not doing its job. Then you can apply a value to that function and decide whether you can break even in spending more money to buy a new machine.

I personally won't upgrade to a new MacBook Pro until Apple redesigns the 13" to a new screen size (or same size?) with smaller bezels and the mini-led display technology.
