I am planning to buy the new MacBook if they release one at WWDC as rumored. I dont really need it over the summer however I do need it by September 28th when my school year starts.

If I wait till July (when the back to school promotion usually begins) do I risk not having my MacBook in time?

I have heard of Apple products being backlogged in the past shortly after their release.

I will likely be buying one that is customized with their better part options.

Last year the back to school promo started around June so I'll bet this time they will as well. Worst scenario you will have it starting in August.

I'm also waiting for the back to school promo.

You will probably be fine if you wait. In all likelihood there will only be a minor update to Kaby Lake, which most people will not see a difference. If the new ones are announced, then you can probably get the current model at a discount, or spring for the new one. Either way, because it will only be a minor update, I doubt there will be a long wait to receive the computer after ordering.

No word on USA educational discount yet would they release it mid-june or at WWDC or would the next window be July 1st?

Back to school promotion started at June 15 2016 in Europa. If Apple does same thing in 2017, you can get new MacBook by end of June.
