Shouldn't airplane mode kill location services?

your GPS does not require data, data is required for map apps to display an image

but without data you should still be able to see your longitude/latitude

Tested iPhone 5s on iOS 7.1.2. Location services remained "On" but it seems the GPS itself was turned off. All the purple icons turned gray as soon as I enabled airplane mode in Control Center.

What does that have to do with Airplane mode? Airplane mode is supposed to turn off anything that can transmit or receive.
