shut down problem

I'm having problems logging out and shutting down. though the problem only occurs when I have two users logged in...and no it won't allow me to log either users out. when I go to shutdown the usual window drops down advising that another user is logged in asking for my username and password to log out. I enter all this press either log out or return and it does nothing, the window stays. Yet when just one user is logged in it logs out and shuts down no problem.............Weird!

Any help greatly appreciated.

It only happens when more than one user is logged in, so how do you get to it works when only one user is logged in once you have two?
