I read that is possibile to connect an iPad Pro 2018 to a MacBook Pro 13 2019 via an USB-C cable on both ends
I guess that a cable connection would be better especially when I haven't any wifi connection
But I was wandering if MacBook would charge iPad or viceversa, or is possible to disable the charge
 
Charge happens automatically and you can’t alter its behaviour. However, you should be able to use sidecar with wired connection, unless Apple does not allow that.

with cable if MacBook has battery at 20% and iPad at 70% would the MacBook charge the iPad or viceversa?
 
This article https://support.apple.comHT209186 indicates that a computer can charge the iPad Pro, but in the section on using iPad Pro for charging, computers are not listed as devices that can be charged. So, I'd assume that charging would be one way - MacBook Pro can charge iPad, iPad can't charge MacBook Pro.
