Silent/Ring Settings

On my Motorola Q9H, I had a setting where I could turn off the audible ringing and use just the vibrate setting. On my new iPhone 4, I thought I had duplicated that setting, but when I turn off the ringing switch on the side, the phone doesn't ring OR vibrate. Am I doing something wrong, I hope? Why would the switch turn off vibrate?

Under Settings -> Sounds do you have Silent / Vibrate turned on?

Not sure, but that could be the issue

No, it was turned on in Ringer and Alerts. Hopefully that's the problem. It makes sense. Thanks!
