SIM card from a different carrier doesn't activate in a factory unlocked iphone 5s

I bought a factory unlocked iphone 5s recently from an amazon reseller. I generated an unlock report using IMEI, and it appears to be already unlocked(refer the unlock report below). But when I use a different sim card it display the following error in iTunes.

I did a little research about IMEI report and found out that "Next Tether Policy Description" should be "Multi-Mode Unlock" or "Unlock" for it to be working in another carrier, but in my case it's again the same carrier. (Please correct me if I'm wrong)

Is there way I can unlock this device again and how many times can I unlock an iphone? Since I'm not based in Japan, is there a GENUINE 3rd party service that I can use for this?


iTunes Error

The SIM card inserted in this iPhone does not appear to be supported.

The SIM card that you currently have installed in this iPhone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iPhone. Please insert another SIM card from a supported carrier or request that this iPhone be unlocked by your carrier. You could call Apple and see if they will flip it on their end.

The phone you purchased is clearly not factory unlocked. Return it and get your money back.

Have you done a full restore using iTunes?

No chance, it's still locked to a carrier.....and as far as I know, factory unlock from Japanese carrier is either impossible or extremely expensive.
