Is it possible to unlock an iphone 4 from a carrier using any software, or tweaking the system files?

If the baseband is still 1.59.xx you can use Ultrasn0w
If the baseband is still 4.10.xx, 3.10.xx or 2.10.xx you can use a sim interposer.

Any newer baseband and only an IMEI unlock from carrier or after-market vendor is available.

Nope.
Only option is to ask the carrier to unlock it or buy an imei unlock if possible for that locked iphone.
