I've been using ACD SEE on Windows for years and I like it. You can use mouse scroll wheel to browse your photo gallery, which is a nice feature.

Is there a similar app on Mac that's free? I download qView but Mac wouldn't let me install it, saying it couldn't verify it or check it for malicious software. Can I fix that?
 
Right-click and open qView.
But get Fragment Image Viewer from the App Store https://apps.apple.com/app/fragment/id551989875

How can I make it the default image viewer?

Also, when I open an image and want to go the next one, it says something like "fragment can't have access to all files because it's running in a security sandbox". Where do I go to give it permission to open all photos?

The app itself didn't ask for my permission.

It’s explained in Fragment – Preferences (shortcut ⌘,) - Manage File Associations

Use ⌘O to open the folder with the pictures.

I wouldn’t recommend it for you, just as general information, there is an un-sandboxed version https://www.fragmentapp.info/download-fragment-mac.html
