Simple question about iPhone5 without contract

If I buy a used iPhone 5, can I use it without a contract just like I'd use an iPod touch? (I want the better camera and GPS for offline GPS navigation.)

As long as you do not put an active SIM card in it, you are good. Not sure how well GPS will work or if it will work at all with out at least WiFi.

I found an article that might be useful. It says that you are able to use the iPhone without a SIM card.

I decided to go with an iPhone to replace my old iPod touch specifically for the GPS. I read an article on Wired that reviewed 4 apps that allow full GPS while being offline.

Do you guys think it wouldn't work without an active SIM card?

It's a pain in the butt using an iPhone with an empty sim slot. A dialog box telling you that there is no sim keeps popping up. Just get an inactivated sim and put it in the slot.
