Siri and Home Shortcuts and IDE for iPhone apps

Hi, I would kindly ask you:

1. Can Siri launch a home shortcut in the same way that it opens an application when user says the name of the application?
2. What do you recommend for the development of iPhone's apps using a Computer (Windows, Mac, Linux, etc...)? Any IDE for which platform?
