Seems like it's just the same type of Siri proactive app suggestions that were there in iOS 9, just now in widget form.

They are the same suggestions you received when 'pulling down' on the home screen to access the search field.

That's another widget altogether (I think it's 'Maps Destinations' from memory) - the 'Siri Suggestions' are just apps that it thinks you might want to use, so give you quick access to them
