Before the 13 update, I could command Siri on my watch to play music on a specific room speaker. Now she responds saying she cannot do that on Apple Watch. Is this just my watch or the same for everyone else? Why have Apple removed this very useful functionality?

What you have to remember is that HomePod doesn't have Bluetooth functionality so you cant directly send commands from Siri on your watch to HomePod.
 
This used to work and it worked via home kit and wifi

I believe that the only way to control music on a
HomePod from an Apple Watch is by starting playback on your phone and then directing it through Now playing on your Watch.

Works fine on the phone. Works fine from one speaker to another (eg tell HomePod to play on a different speaker). This was part of the draw of airplay2 and it used to work from the watch
 
Yeah, all Siri Shortcut commands are broken since iOS 13. Apple has not commented at all on this publicly.
