Siri is server-based and doesn't have different versions for the 4S, the 5 or iPad 3/4. So if you feel it got dumber, then it's dumber for everyone on every device.

Lmao no way. I use Siri a lot more now then I did when I had the 4s. I use Siri every day for sports scores and schedule. Real time saver.
