Well this is an unwelcome “feature”. I get spam calls now and then. I typically send unrecognized numbers to voicemail. Occasionally I copy the unknown phone number and google it, because I run a small business and don’t want to miss an actual call.

So I just did that for the 1st time today on iOS 12 and now I’m seeing Siri suggestions to text or call that phone number when I swipe down on the home screen. And while I can (unintuitively) force press the suggestion to dismiss it, swiping left on it makes the phone call or starts to compose a text message. This seems way to easy to trigger accidentally.

I figured I’d go to Siri search settings and see what’s up there. Lo and behold at the top of Siri suggestions are the contents of a dozen of my most recent text messages, presented as suggestions for new messages to send. WTF? Why would I want a shortcut to send a line of text in a message I’ve already sent?

I had already turned off phone and messages in Siri search settings, so why am I seeing this? Does anyone know how to make it stop? I don’t want to have any chance of accidently calling a spam number back and I certainly don’t want the contents of my text messages floating around outside the messages app. This seems highly dumb and invasive.

Turn off “suggestions on the lock screen” under Siri settings.

The issue isn't on the lock screen, it's when I swipe down on the home screen, which I do constantly to access my most recently used apps. If I turn off "Suggestions in Search" it goes away, but so do my recent app icons. So Apple has injected a suggestion I don't want with no apparent way to opt out. AND turning off all Siri suggestions still shows the contents of text messages when I open Settings>Siri & Search

Oh I see. I’ve turned off Siri suggestions all together.
