Is there a way to get Siri on iPhone 4 without jailbreak ing? Or is there a Siri like app I can get?

A jailbreak is needed for Siri.

In short, no. The closest thing to the Siri app is Evi on the appstore. My understanding is that it is even less responsive than Siri.
