My 8 is currently on version 12.1.4 and I have a 12.2 update pending.

What happens if I skip this and wait till they release 12.3? Will the phone first download the entire 12.2 update and then the 12.3?

Or, will it only download relevant files from 12.2 and go straight to the 12.3 download?

In general, is there a difference if, say, you upgrade to every version, or when you upgrade by skipping a few version in between?

It will download the latest version that’s out, which will be 12.3.

It will be like any other update.
 
As stated above me - it will download whatever it needs to perform the update to 12.3.

I regret having updated to 12.2. I wish I could go back to 12.1.4. Oh well.

Yes, each version has what previous versions have plus fixes/changes/additions that the new version introduces.

I skipped iOS 10, iOS 11, and so far...iOS 12. If I updated my phone from where it is now (which I have zero plans on doing) I'd get the latest version of iOS 12

So, then I have a related question - how come the file size of the downloads is similar? If it's cumulative the size will just keep increasing with every update.
