Skype 3G Outside US ATT service plan

Are the outlandish roaming charges still applicable if you have ATT US, and use Skype 3G in Europe?

I use Skype wifi with great results but wonder about the above.

Are you asking if using a data plan in Europe will cost you money if you only have a US data plan?
