Does anybody have the same problem?

After I reboot my iPhone I can't receive phone calls with skype anymore.

You have to launch Skype to be able to use the multitasking feature, and then close it as far as I know

I know. But after I do that and I reboot my iPhone, skype won't automatically launch in the background.

Do you have the same problem?

rebooting the phone closes everything even those in the background. After you reboot you will have to restart skype.

Please educate yourself.

The Apple Documentation says:

Including the voip value in the UIBackgroundModes key lets the system know that it should allow the application to run in the background as needed to manage its network sockets. An application with this key is also relaunched in the background immediately after system boot to ensure that the VoIP services are always available.
