I was wondering if it is better for the battery to turn of completely or just go to sleep. Thanks.

The battery will get used a little bit while it is sleeping.

The system will take longer to restart if it was fully off.

    Better? Define better.

Will the battery have a longer life if it is constantly turned off or put in sleep mode.

It's best to turn it off if you won't be using it for a long time, but sleep will be fine for a few days or overnight. Macs are good to leave on, sleep doesn't take up that much battery, just a five minute charge in the morning for my MBP and it's good for the rest of the day.
