As the others stated, it only happens if your watch is less than 30% and I believe it happens 1 hour before you are scheduled to start sleeping. I’m not sure what happens if you are at, say 31% one hour before sleep, but it drops under 30% within that hour. Maybe they estimate that 30% is enough to go from one hour before sleep all the way through morning.

For what it's worth. My Series 4 watch uses 8% - 12% for 8 hours of in bed time.I don’t believe so. I think it’s essentially supposed to be an alert that if you don’t charge now then your watch won’t have enough power to make it through the night. If you have enough power to make it through the night then it won’t alert you.
If you just want a reminder to charge every night you could simply set an alarm to go off an hour before bedtime and give it the label “charge your watch” or something like that.

Same! My watch went into low power mode while I was asleep . I checked notifications on my phone to see if it ever reminded me to charge my apple watch. There weren’t any so it never happened.I have sleep tracking enabled, but it’s not reminding me to charge my watch before bed.
I have it enabled in settings.
