Universal slow app store?

since upgrading my 12.9 Pro to ios 10 i'm finding downloading and updating apps from the app store is painfully slow.

used to be a very fast affair, and my normal wifi speeds still are, but anything to do with app store downloading is now pretty painfully slow.

any ideas on this?

I've noticed this but with it loading forever when I open it. Usually a quick on and off Wi-Fi toggle does the trick

nope. the classic on/off didnt make the app store downloads any faster.
