iPhone 13 Pro Max Slow Charge Time

Anyone else notice how much slower the 13 Pro Max charges? I'm using a 24w Anker Charger and my iPhone 12 Pro Max charged pretty fast, took about 10 minutes to get to 20%, meanwhile the 13 Pro Max gets to 5% in that time...

Is the Anker charger USBPD or is it IQ3? I don't fully understand it but PD seems to offer full W (whatever the iPhone can pull). USB-PD is the spec Apple uses, IQ3 is Anker proprietary. I tried reading about it last night but I'm not 100% sure that IQ3 "handshakes" with apple devices, but I can def be wrong.

I believe that it is IQ3. The 13 Pro Max has a 4400mAh battery whereas the 12 Pro Max has a 3700mAh.
