Slow Download speed on my iPhone 4

On my ip4 over 3G, I get speeds lime 200-700 download and 1500-1700 upload. The upload is great but why such poor download performance.

I live in suburban Philly. Is this an ATT issue or should I make a genius appt?

Apple issued a silent fix, or it seems that way. My 4 day old replacement for my third defective iP4 is really fast.
