Sluggish WiFi Selection

i have a iPad mini 2, since updating to iOS ver. 9.1, the WiFi Selector in Settings seems VERY SLUGGISH & often FREEZES the Screen ?!?!?
TKS Mucho for ANY ideas !!!

They higher up the ios version went, the more sluggish my ipad2 wifi became. I put this down to RAM issues.
