Small front camera question about video chat

Does anyone know if a company wants to use front camera for video do they have to do it via facetime api's? Or can a company like Skype or qik use there own tech?

I believe they have to do it through Apple's open-source FaceTime API's.

I think it has to be through FaceTime, but Skype has said they want to use FaceTime in their app.
