Given that SOT with 5G UW on the 12 pro is 2.5 hours, I don't think so. Users would complain about poor battery life if iOS doesn't control what network the phone is on based on data use
This is the same issue with allowing for iCloud backups or (previously) app store downloads >100 MB -- some users would complain about their phone blowing through their single-digit data plans if Apple allowed it over cellular.

You can turn it off, I think I saw the options in either the Verge or the WSJ review.

I get what Apple is doing here but using it when necessary to save battery life, but what if you don't care about battery life? You think there will be a toggle to turn SDM on/off?
A toggle would be nice for power-users I suppose. I for one don't want my phone sucking battery heavily just to download an iMessage "Grumpy Cat" meme in the background 1ms faster. Honestly, even if I'm streaming Netflix, while downloading podcasts good LTE signal will be MORE than adequate.
Where I'd want to "smart" data mode to kick in is if I trigger a large download for offline use, or am doing something else that could really benefit from 5G.
