smcFanControl Min Fan Speed issue (Penryn Early 08)

Help!!!

I can't adjust my minimum fan speed lower than 4000 for some reason...
and the max is limited to 6000

does anyone know how to fix it?
would "reinstalling" smc fix it? or Resetting PRAM?
