iPhone SMS Forwarding iPhone

I have text forwarding setup on multiple Macs,iPads and iPhones, with a XS being the phone with a SIM, but I have a iPhone 7 that refuses to send SMS. iMessage works fine and I can sync SMS but when I send one it fails. I have restored it twice and tried signing in and out but to no avail. During one sign in I got an error that said the iCloud account and the phone account were different but I'm using the same Apple ID as always and the phone was iCloud unlocked when I got it. I use it as a iPod touch of sorts and its annoying I can't send SMS from it. I don't what else to try.

If the iPhone 7 doesn't have a sim card inside, it can't send text messages.

With text forwarding setup and working fine it will. I send SMS from my iPad and Mac all day long.

Are you sure? Has this ever worked in the past? I ask because the iPad, Mac and watch all relay SMS, but has an iPhone ever been able to do that?

Does the iPhone 7 appear on the list of devices on your XS in Settings > Messages > Text Message Forwarding?

Yes it does, and it syncs all the SMS and iMessages correctly it even syncs the failed messages to the other devices in the message thread
