SMS/iMessage is sending to a landline

since ios 12 my phone now seems to prefer sending to a landline when I use Siri or reply to a watch notification.

I asked Siri to text my dad and she tried to send to his landline and when a notification popped up that my wife had an achievement on her watch I hit the button to reply and that too went to her landline.

Am I missing a setting or is this just a little big?
