I ordered the SL update a few weeks ago through the up-to-date program. I noticed they finally charged my card tonight. Does this indicate they may ship soon? Did anyone else notice this?

I don't think Snow Leopard is shipping that soon 🙂 I ordered Snow Leopard the same way as you and my card got deducted two days later. Shipping date is still 'September' however.

I am using it and i do not think that there quite there yet. I would say they will safely make there sept deadline. It is just a few fine details they are going to polish out.
