Is it purely for cloud storage and sync, or will icloud.com have a user interface for it like it does for other iCloud services?

Mostly I want to know so I can use Messages on a Windows machine. I currently accomplish this via remoting into my Mac Mini, which is okay but requires a lot of steps to get it going. Using Messages in an iCloud browser tab would be preferable.

At this point it’s just storage and sync, but a web component would indeed be awesome. I’d use that all the time.
