so do I just download Itunes 9.2 to PC for IOS4?

iTunes 9.2 allows for the syncing of iOS 4.0 now, (previously unavailable to windows users)

There is a jailbreak and unlock for 3GS on windows

so with 9.2 being on my pc, will I be able to activate my 3GS running the 4.0 GM? this was previously only able to be done on a mac running 9.2, is it possible to do it on a pc now?
It is and the jailbreak method the poster linked to requires Pwnage Tool which is Mac only.
So the answer is No for Windoze

If you can find or have someone build you a custom restore IPSW, then yes, you can use iTunes on your PC to install it.
