So I bought a new original battery for my ip4 and that's what is is showing

I think it is more like your phone and not the battery. A simple charge will solve the problem.

My 5s did this on iOS 7, think it was after the OS crashed at some point. Goes back to normal after a full charge or running out of battery as expected
