Try settings-general-language & region? Set it to a different region and see what happens?

Try going into your restriction settings under Settings > General > Restrictions

you may have to go to Apple Store to see if they can give you a replacement
Or they may know something we don't know to enable it

you can't enable it.. the phone has been activated and the IMEI is registered in the ME. only Qatar, Oman and Bahrain allow FaceTime. bacd luck, see if you can get it replaced under warranty in oz, just say the vibrator motor goes off randomly and see if they will replace it with an AU issued device.
