So I installed Windows XP SP2 32 Bit and now...

Nothing is showing up. It rebooted and now I go to a white screen and a grey box with a question mark pops up. What do I do next?

What type of computer? Retail or Slipstreamed XP disk?

Did you somehow delete your OSX? It looks like theres no OSX to boot into.

Now I tried to restore via Mac OSX install disk and the hard drive is not showing up when it asks where to restore

It almost sounds like you tried to install XP to the OS X partition.
