If only .55% of the 3 million iPhones have an issue, then they should only need to give out 15,000 bumpers. What's the hold up then, that's only 50 bumpers per store.

Because they're giving away a free case to anyone who bought an iPhone, not just the few who are having problems.

1. Not everyone lives near an Apple store.

2. Stores are set up to sell things, not give them away from free. Even $1,500 in merch per store is tough to spontaneously write off.
