Two questions, are there no unsubstitized iPhone 4's? And, for current iPhone users, is there a cheaper option for the new phone or is all upgrades $199.99 for the 16 gb?

I checked my eligibility and it says, "As a valued customer, we can offer you an upgrade with a new 2-yr commitment and an $18 upgrade fee." does this mean I only pay $18?

Odd, mine had that but then it said they would waive the $18 fee.
