....and swap it in the iphone 3GS, which I've already pre-ordered?

I'm not sure about this. I would personally just leave it out. The buyer will just use their SIM or AT&T will give or sell them one when they have it activated.
 
I agree with Jeremy, at least that is what I'm doing. Whoever you're selling your phone to probably wants to use it as an unlocked unit with another carrier. If that is the case, the buyer will have a rebel sim or another carrier's sim ready to be used with the 3g phone you'll send them. Sending yours just provides personal information.
