Unless I’m mistaken, the new generation iPhone 13, will actually be the 16th generation of iPhone, so the iPhone 16 if you will….
1. iPhone
2. iPhone 3G
3. iPhone 3GS
4. iPhone 4
5. iPhone 4S
6. iPhone 5
7. iPhone 5S
8. iPhone 6
9. iPhone 6S
10. iPhone 7
11 iPhone 8
12. iPhone X
13. iPhone xs
14. iPhone 11
15. iPhone 12
16. iPhone 13

the iPhone 4 was the last to actually be named according to generation

I think you have to treat the C, R and SE variants as “cheaper” lower spec versions of previous generations, not actual generations themselves.
a new iPhone generation has to improve on the one before
The 5c did improve on the generation before! My favorite iPhone. The 5 (and 5S, and OG SE) were uncomfortable to hold, and the colors weren't exciting. The 5c was a definite improvement on the 5!

You might also say that both SEs were improvements in two ways: they were less expensive, which in and of itself is an improvement, while at the same time had the latest A-series chip in them. Both iPhone SE's had a faster chip than the models on which they were superficially based.

And here we have the one thing that marketing departments and politicians have in common. Take something simple and screw it up!!!
