    Can I copy my photos and videos from OneDrive to Photo Library on my Windows computer? I want iCloud to be my main service for most things like email, storage and sync.

    You can't copy photos to iCloud picture library from a desktop yet. They need to release the Photos application. But you can copy anything to your iCloud drive.

    Photos application? Is Apple planning to release a separate bit of software? That's silly!

    It's supposed to replace iPhoto on the Mac. Not sure if it will be available on Windows.

    Does iCloud photo library use your 5gb of iCloud data? Or is it separate?

    It does use your storage, unlike photo stream.
