What's the app to get rid ads all over YouTube and pop ups etc..?

Could try the ublock origin plugin/extension for Chrome other than that no clue I can count on one hand I think the number of videos I have watched on there this or any other on a per yearly basis, but that is definitely the one to get rid of the popups.

I use safari...not chrome

How do I know if it's running? I can't see it inning safari toolbar or anything
Double click on the downloaded file (Adguard-2.5.11.safariextz).
You will see a small shield in Safari Toolbar.
Click on the small shield, then go to Adguard settings.
If you are there, I'll walk you through the settings.

Hey I don't see the small shield in the safari toolbar however I see it on my toolbar on my Mac where spotlight search...time...battery level are....

I don't know why it's not showing on my safari toolbar however?
What settings should I have because I allowed everything...
 
Most probably you downloaded the Adguard standalone app, not the Safari extension.
To install the Safari extension you have to scroll down on the page I have linked, until you see a yellow link saying: "Install Adguard 1.3 MB, browser extension". Click on it. Then double click on the the downloaded file (Adguard-2.5.11.safariextz).

P.S.: Before installing the Safari extension, you might want to uninstall the standalone Adguard app.

Well, it is good, but personally I prefer the extension.
Hmmm the standalone app seems to do more but not sure how accurate it is....

"General Settings" section - turn all 3 options to OFF.
"Ad Blocker" section - click on "All Filters" (Green), and there set the following Filters ON: "English Filter", "Spyware Filter", "EasyPrivacy", "Fanboy's Annoyances", "Anti-Adblock Killer/Reek", "I don't care about cookies", "Prebake".
"Browsing security" section"- only "Phishing and malware protection" is ON.
"Whitelist" section" - "Invert whitelist" is OFF.
"Miscellaneous" section - everything is OFF.

Also with the 'Ad blocker' section I could only turn on English filter, spyware filter, annoyances filter and safari filter.
The other things you mentioned are not on there...?
 
I guess you try to find the settings mentioned above in the standalone Adguard app.

I did exactly what you said
When you click on 'all filters'
The list I have is
English filter, spyware filter, social media filter, annoyances filter, then it goes to Russian filter, German filler etc....
