I updated to 10.15.4 a while ago, but the software update red (1) notification has not gone away in system preferences, despite many restarts since then. What could be the problem?

Does any update appear in the Software Update pane now? Or is the notification number showing, with no update actually listed in that pane?

Did you install the 10.15.4 supplemental update? That may be what the notification is telling you - that there is an additional update to download.

When I click software update it says my Mac is up to date. The notification appears as a red number icon in the dock and when I click the apple in the top left corner.

Sometimes you have to wait a bit after it says your Mac is up to date. I have had that happen on several occasions and waiting an additional 2 or 3 minutes brought up a statement that an update was waiting to downloaded.
